Asking
A publisher or a subject asks through the contact form, naming the record or the register and what is being asked for. A person reads every request.
The reply goes to the address the request came from. This page states what exists, not a time by which an answer arrives.
What the terms wall already refuses
Every register's receipt carries that publisher's own reuse terms, read and printed verbatim. A register whose terms refuse this kind of reuse is never loaded in the first place, so a takedown of it is often moot: the record was never held.
